Board of Trustees to consider budget changes

The Western Illinois University Board of Trustees will consider Fiscal Year 2011 operating budget recommendations; offering a Master of Science in Biology in the Chicago region; transferring WQPT public television from Black Hawk College to Western; approval of collective bargaining agreements; and presidential compensation at the Friday, Oct. 16 Board meeting in the University Union Capitol Rooms on the Macomb campus.

The Western Illinois Board meeting will begin at 8 a.m. with a scheduled executive session in accordance with the provisions of the Open Meetings Act. The open meeting will begin at approximately 9 a.m., following the executive session.

A recommended FY2011 operating budget increase of $10.6 million will be presented to Western's Board for consideration. Western's current FY2010 appropriated budget is $123.9 million. The proposed budget includes an additional $6.6 million to support salary and cost increases; $1.5 million for deferred maintenance; $1 million for student financial aid; $750,000 for the healthcare professional education program; and $750,000 for the Bachelor of Science in Engineering program. A proposed FY2011 capital budget request of $51.1 million will be reviewed by the Board to support campus utility infrastructure; WIU-QC Riverfront Campus Building 3; life safety and accessibility improvements; and planning for a WIU-Macomb Science Complex. In addition, $3.6 million in capital renewal funds will be reviewed.

The Board will also consider a Master of Science in Biology and a post-baccalaureate Certificate in Zoo and Aquarium Studies at the Shedd Aquarium in Chicago. Students enrolled in the 32-semester-hour program would complete some coursework and conduct research at the aquarium, as well as at Western's Macomb and/or Quad Cities campuses.

The Board will review a request to transfer operations and licensing of WQPT television services from Black Hawk College in Moline, Ill. to Western.

There are no personnel services or direct operating costs for Western. WQPT's operating funds (more than $1.7 million) and all WQPT reserve funds (more than $1 million) would be transferred to a restricted WIU Foundation account.

Collective bargaining agreements with the American Federation of State, County and Municipal Employees (AFSCME) Local 417, the University Professionals of Illinois Local 4100 (Civil Service Unit B) and International Union of Operating Engineers Local 399 is on the agenda.

The Board will also review compensation for Western Illinois President Al Goldfarb. During the June meeting the Board approved a report commending his performance for the year and tabled action on compensation until the October meeting.

Other items on the Board agenda include approving a low bid for architectural services for the design of the Corbin and Olson Halls renovation projects; confirming the FY2010 all funds budget; and approving vendors for the university's tax deferred supplemental retirement plan. The Board will also hear the annual strategic plan update and annual technology strategic plan update; and the facility assessment report.
